The contract is for 1 year. The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate. The Democratization Department of OSCE/ODIHR is engaged in a project together with the International Criminal Tribunal for the former Yugoslavia (ICTY), the United Nations Interregional Crime and Justice Research Institute (UNICRI) and the OSCE field operations in the former Yugoslavia. The general purpose of the project is to support the domestic justice sector practitioners in South-East Europe to effectively handle the processing of war crimes cases through enhancing the capability of South-East Europe based justice systems regarding the investigation, prosecution and adjudication of international crimes. During a previous research phase of the project, a needs assessment was conducted to identify best practices in knowledge-transfer and capacity-building. The post was created in order to provide a comprehensive and well co-ordinated approach to achieve the goal by implementation of a project to addresses systemic weaknesses at the national level in disposing of war crimes cases. Tasks and Responsibilities Under the supervision of the Head, Democratization Department of OSCE/ODIHR, the incumbent will provide overall co-ordination for the project that involves OSCE field operations in the region, partner international organizations and national authorities. In particular, the incumbent will be tasked with: * Preparing, regularly updating and ensuring timely implementation of a detailed work-plan for the project activities in co-ordination with other partners and supervising all project staff; * Ensuring political support for the activities, engaging appropriate governmental agencies and officials, non-governmental partners and co-ordinating their participation; * Overseeing and ensuring the quality of implementation of the project components; ensuring best practices; managing relations with the donor; reporting on qualitative project progress; ensuring ongoing evaluation; * Conducting research, analysis and assessments on war crimes-related issues and monitoring legal developments in the region within the framework of the project; * Overseeing the financial and administrative aspects of project development and implementation activities, such as the preparation of reports, publications, development of legal tools and training curricula and providing input into their substantive contents, hiring of experts and monitoring all implementation arrangements; * Performing other related duties as required. Necessary Qualifications * Advanced university degree (Master) or professional qualification in law; * At least ten years of progressively responsible and relevant professional experience in the field of human rights and democratization including experience at the international level in an advisory function; * Experience of designing and implementing rule of law and/or human rights projects; * Excellent knowledge of Rule of Law reform processes, capacity-building and institution-building strategies; * Excellent knowledge of issues related to national, international and hybrid war crimes courts and tribunals; * Field experience in the targeted regions and co-operation with international organizations at the field and headquarters level; * Understanding of the political sensitivities in dealing with war crimes issues in South-East Europe; * Ability to work with minimal supervision and under pressure; * Excellent oral and written communication skills in English; knowledge of languages of South-East Europe would be an asset; * Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities; * Ability to establish and maintain effective working relations with people of different national and cultural backgrounds. Remuneration Package Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplier and exchange rate, is approximately EUR 5,540 (single rate) and approximately EUR 5,950 (dependency rate). OSCE salaries are exempt from taxation in Poland. Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organisation contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
